As a 38-year veteran of the response/planning community, he has served as the Hazardous Material’s Officer for his LEPC since 1987. He serves the State of R.I. as an RIFA HAZMAT Instructor and its coordinator for EPA/NOAA’s Cameo DM Suite. In September 2010, he was appointed Emergency Management Director for Exeter, R.I., following his retirement as Captain from the East Greenwich Fire District. In June 2014, he was appointed Chairman of LEPC 4, which serves the southern region of R.I. Currently, he serves as an instructor for the National Center for Biomedical Research and Training and operates his own consulting company. In 2021, he was hired by Emergency Management Solutions, Inc., as a Senior Consultant. Projects include Hurricane Katrina, Fukushima Daiichi Accident, Database development for 30 US states , 2 territories, and supporting international training efforts with the NDPC and DoD
