Exploratory Program Evaluation of BabyCare, a Medicaid-Funded Home Visiting Program in Virginia

Virginia’s Medicaid agency covers maternal and infant home visiting services through a program called BabyCare. While some Local Health Districts in Virginia have strong BabyCare programs, others have struggled to begin or maintain BabyCare. The objectives of this evaluation were to conduct literature review on home visiting programs and funding throughout Virginia and nationally, gain a deeper understanding of the two largest BabyCare programs in the state, and engage with stakeholders at the state and local level to determine if BabyCare could and should become an evidence-based program under the MIECHV criteria. Resulting recommendations have built state-level support for the program and assisted in strengthening collaboration between Title V and Medicaid in Virginia.
