Kenneth Minkoff, MD, is the VP, Chief Operating Officer and senior system consultant for ZiaPartners, Inc., in Catalina, Arizona.Dr. Minkoff is a board-certified addiction psychiatrist and community psychiatrist, and recognized as one of the most preeminent experts on integrated services and systems for individuals with co-occurring serious mental illnesses and substance use disorders. The focus of his career began with a passion for community psychiatry, and over the years, his work has evolved to incorporate expertise in increasingly more complex and diverse populations. From 2017-2020 he was one of the two non-federal psychiatrist members of the Interdepartmental Serious Mental Illness Coordinating Committee, created by the 21st Century CURES Act to bring multiple federal departments together to create a transformed system of care for individuals and families addressing serious mental illness and serious emotional disturbance. Dr. Minkoff is active in influencing policy and practice on a national and state level. He is a board member of the American Association for Community Psychiatry, where he works as part or a team implementing LOCUS and CALOCUS/CASII in large systems, and is co-chair of the Committee on Psychiatry and the Community for the Group for the Advancement of Psychiatry, which produced the report “People with Mental Illness in the Criminal Justice System: Answering a Cry for Help” (2016) and which has recently released a report (2021) on Roadmap to the Ideal BH Crisis System:Essential Elements, Measurable Standards, and Best Practices, published by the National Council. Dr. Minkoff, with Dr. Nancy Covell, wrote a report for NASMHPD's TA series entitled Integrated Systems and Services for People with Co-occurring MH/SUD: What's Known, What's New, What Now (2019). He works with his consulting partner, Dr. Christie Cline, MD, MBA providing system consultation to state and community systems in the US, Canada, and Australia, including current projects in, New York, Michigan, Monterey, CA, and Victoria, Australia.
