Small Cells/Big Plans: Understanding Digital Infrastructure

As the demand for wireless technology and improved connectivity increases, so does the need for wireless infrastructure. To reduce network congestion, cellular providers are improving capacity and speed through small-cell infrastructure; lower-powered antenna technology that supplements existing, roof-mounted equipment; and cell towers. This new technology is smaller and can be attached to light and other utility poles or incorporated into standalone poles. Although they are smaller, many more small-cell installations are needed to support the wireless network.

Carriers in Washington, D.C., proposed installing approximately 2,700 facilities over the next five years. This case study focuses on local and federal planners’ response to the potential impact on the city’s aesthetics, streets, and spaces. For example, a new standalone pole design was developed so that infrastructure was not placed on historic lampposts. Presenters share design guidelines developed to inform the placement of small-cell facilities, including a location-specific map based on urban design criteria. They discuss how to balance aesthetics and technological needs through collaborations with planners, urban designers, and carriers.
