ACA Connects
Ross Lieberman is a senior executive with 20+ years of trade association and corporate experience advocating before Congress and federal agencies, including the Federal Communications Commission (FCC) and National Telecommunications and Information Administration (NTIA), on behalf of competitive and incumbent providers in the communications industry.
He serves as Senior Vice President of Government Affairs for ACA Connects – America’s Communications Association, a trade association that represents more than 600 independent broadband, video and telecommunications providers that serve large and small markets, including rural areas. As chief government advocate for the association, he is responsible for managing the formulation and implementation of the group’s strategic initiatives before Congress, at federal agencies, and the courts. Specific duties include developing policy, drafting filings, Congressional and agency lobbying, crafting public relations messaging and releases, working with third parties, managing the association’s litigation portfolio, and encouraging grassroots activism among the group’s members. Other responsibilities include representing and speaking on the association's behalf at industry events, fundraisers, and other forums, including Congressional hearings, engaging with the media, and educating the membership regarding legal and regulatory developments impacting their businesses. LIeberman's duties also extend to hiring, training, and managing staff attorneys, selecting and supervising outside counsel and consultants, developing and tracking budgets, reporting on activities, and assisting with the association’s annual conferences and other events, and working with the group’s Board of Directors.
Before joining ACA Connects in 2007, Lieberman directed congressional and state affairs for EchoStar Communications Corporation, parent company of DISH Network, for seven years. Lieberman holds a J.D. from American University’s Washington College of Law and earned a B.A. in Political Science from the Johns Hopkins University. He resides in Washington, D.C. with his wife, and two boys. Lieberman is an avid fan of the New York Mets and an independent craft beer aficionado.
