Cynthia serves as the Director of External Relations for the City of Pharr, Texas. Cynthia Garza-Reyes brings a vast background and experience in the policy arena. She served over a decade working for United States Congressman Ruben Hinojosa (TX-15). She worked in the Washington D.C. office as well as the District Director in South Texas, where she managed and oversaw a congressional district of 8 counties with a constituency of 500,000 residents. Currently, Cynthia oversees all critical infrastructure project funding sources relating to the city, Economic Development Corporation, and the Pharr International Bridge upwards of $450 million of federal and state funding. She also oversees all federal and state legislative priorities for the city, working directly under the Mayor and City Manager. She has spearheaded key projects that have improved the quality of life for Pharr residents and the Rio Grande Valley. Cynthia has participated in several local, state, and national platform panels discussing issues surrounding broadband, the movement of trade and commerce, and border infrastructure needs. Beyond her professional capacity, Cynthia holds leadership positions on several entities and involved in special cohorts, including the Texas Border Coalition, the Federal Reserve Bank of Dallas Leadership Academy, and the Texas Department of Transportation Border Advisory Committee. Cynthia is a graduate of Texas A & M University, where she earned her bachelor’s degree. She is a wife and mother of two children and resides in Edinburg, Texas.
