Melanie Dallas is a Licensed Professional Counselor and the Chief Executive Officer at Highland Rivers Behavioral Health. During her 30+ year career in behavioral health, she has held numerous leadership and clinical direct care positions – including crisis stabilization, mobile crisis assessment, clinical counseling and in-home care – with both public and private service providers, and has worked with children, adults, families and veterans. She has extensive experience in marketing behavioral health services to the managed care market and implemented the first 23-hour crisis observation bed program in Georgia more than 25 years ago.
Ms. Dallas has worked for the Georgia Department of Behavioral Health Developmental Disabilities and is highly knowledgeable of the impact of state level policy on service delivery. She has held several leadership positions with the Georgia Association of Community Service Boards, and since 2019, has served on the Appalachian Regional Commission Substance Abuse Advisory Council. She is frequently asked to provide testimony to the Georgia legislature about youth and family issues, as well as the critical importance of the behavioral health safety-net system in Georgia.
Ms. Dallas is a graduate of the University of Kentucky with a BBA in marketing, and also holds a Master of Science in counseling from Georgia State University. She has worked as a military family life consultant under contract with the US Department of Defense for several years, and was previously liaison with the Georgia Army National Guard and the Georgia State Defense Force to help develop a network of trained clinicians versed in military culture and its impact on service members and their families.
