Holly Fullmer, MS, CDCORP, CTCM is the Senior Policy Advisor for Trauma-Informed Care at Texas Health and Human Services Commission, in the Office of Mental Health Coordination. Holly was born and raised in Pennsylvania. While her career has spanned several different positions, they have all been focused on mental health and well-being. She began her career in a foster care placement agency before moving to Child Protective Services where she worked as an investigator for almost six years. She then began focusing more on the behavioral health of children, first as a mental health case manager and then as school-based mental health support. Upon completing her Master of Science in Christian Counseling at Cairn University, she began providing more clinical service as a family-based therapist before taking a career break to stay at home with her children. When her children reached school age, Holly returned to the field as a behavioral health counselor at her local high school for several years and then became one of the Children’s Mental Health Specialists at the County Office of Behavioral Health. In this role, she was also the liaison with the Office of Intellectual and Developmental Disabilities for children who were dually diagnosed with MH and IDD. While in this position, Holly completed certification as a Trauma Competent Professional. The opportunity arose for Holly and her family to relocate from the Northeast to Texas where she began her work with the Texas Health and Human Services Commission as the Trauma Informed Care Specialist in Children’s Mental Health. After 18 months she transferred to her current position. She has provided hundreds of hours of psychoeducation and training to adolescents, parents, foster parents, behavioral health providers, state leadership, and school personnel both in small and large groups. She is a certified trainer in suicide prevention and intervention, supporting children with IDD impacted by grief and trauma, Youth Mental Health First Aid, and a certified Disaster, Crisis, Outreach, and Referral Professional.
