CJ Loiselle serves as the Deputy Assistant Director for the Division of Grants Administration (DGA) at the Arizona Health Care Cost Containment System (AHCCCS), overseeing a team of 17 staff who administer more than $300 Million in federal and state grant-funded services for all Arizonans.
DGA manages day-to-day federal grant activities that require extensive research, writing, implementation and contract management, and monitoring and oversight. Federal grants include the Substance Abuse Block Grant (SABG), the Mental Health Block Grant (MHBG), and others that support prevention and treatment services. Discretionary grants include Postpartum Women-PLT, emergency COVID-19 grants, crisis counseling, and the State Opioid Response grants.
CJ also manages the crisis team and coordinates activities related to grant implementation, and Medicaid and non-Medicaid related supports for child, adolescent, and adult initiatives throughout the crisis continuum in Arizona. The crisis team works closely with stakeholders, health plans, and other entities to ensure contracts, activities, initiatives, and member needs are met through strategic planning and operational oversight. As the 988 Grant Program Director, CJ is also responsible for overseeing the Arizona 988 implementation plan and works closely with SAMHSA, the Arizona Lifeline centers and stakeholders to support 988 in Arizona.
CJ has held several positions within AHCCCS since joining the agency in 2016, including Bureau Chief for the Office of Human Rights, Advocacy Administrator, and Quality Management Manager and Crisis Administrator. CJ brings more than 16 years of experience in behavioral health and intellectual/developmental disability public health care systems in Arizona and Nevada to her role. Prior to state service, CJ worked as a provider and developed specialized programs integrating behavioral health with home and community based services for members with co-occurring Serious Mental Illness(SMI)/Intellectual and Developmental Disability designations, and SMI/Substance Use Disorder designations in the adult and child systems.
