Abstract: Mosquito Abatement Districts (MADs, possibly called MCDs or MVCDs depended on where you are located) generally all have some sort of governing body—whether it might be a board of commissioners or trustees, or possibly some official within state or local government. This presentation will look at the results of a survey of representative control programs from around to country. Topics explored will include things such as how the members of these bodies are selected (whether they appointed or elected); whether term limits exist; and whether the people that make up these boards are compensated in some way, and what form that compensation might take and what other benefits they might receive (insurance, retirement, travel, etc.). Also considered will be what differences might exist between Mosquito Abatement Districts and programs which are a department or agency within state or local government rather than a special taxing district. How these variables might affect a program’s operational decisions will be discussed as well.
