Dr. Stern is a general internist and former Assistant Secretary for Health Care at the Washington DOC where he led the conversion of the state’s prison health care system from a decentralized superintendent-run system, to a centralized system of 700 health care professionals under physician leadership. He also served as Medical Director of Albany (NY) County’s Jail and Regional Medical Director for NY DOC and CMS, Inc. (now YesCare). His current and/or past monitoring and consulting activities include work with US Dept. of Justice and Homeland Security, federal courts, and California, Wisconsin, and Miami-Dade DOCs. Dr. Stern co-developed and taught Medical Director’s Leadership Academy for NCCHC, wrote and taught NIC’s Executive Manager in Correctional Healthcare program, and was a contributor to the 2014 NCCHC Health Care Standards. He also conducts research and provides consultation to individual jails, the Washington Health Care Authority on matters of substance abuse, withdrawal management, and MOUD, and serves as medical advisor to the American Jail Association and National Sheriffs’ Association.
