Atty. John M. (Jack) Collins, a former Asst. DA, served as Labor Counsel or Town Counsel for dozens of towns, negotiating hundreds of collective bargaining agreements and handling all manner of grievances. He served as General Counsel (and lobbyist) for the Massachusetts Chiefs of Police Association and its research and training affiliate, the Municipal Police Institute, for over 40 years. He authors the Collective Bargaining chapter in the Massachusetts Continuing Legal Education’s Municipal Law Manual, is past-Chair of the Legal Officers Section of the IACP, and past co-chair the LOS Training Committee, LOS Liaison to the Psychological Services Section and has been a frequent lecturer at IACP Conferences for decades as well as seminars across the US and Canada. Jack is a certified police trainer and has taught at each of the academies operated by the Massachusetts Municipal Police Training Committee as well as the Massachusetts Fire Academy. He is a reserve Police Officer on the Chilmark PD and, for a short time, was Police Chief in Edgartown Massachusetts. He is General Counsel for the Dukes and Nantucket County Sheriffs and the Massachusetts Fire Chiefs Assn.
