Brian Frazer is the Division Director of the Oceans, Wetlands and Communities Division (OWCD) in the Office of Oceans, Wetlands and Watersheds at the Environmental Protection Agency (EPA). He has over 35 years of environmental experience and has been employed with the EPA for 23 years. As the Director of OWCD, Brian manages a diverse portfolio of regulatory and non-regulatory programs focused on the protection and restoration of the nation’s waters. More specifically, Brian leads key regulatory efforts associated with the Clean Water Act sections 312, 401, and 404 and the Marine Protection, Research, and Sanctuaries Act. Brian also oversees several non-regulatory programs including: the National Estuary Program, Urban Waters, Coral Reefs, and Trash Free Waters.
In addition, Brian has over 15 years of senior leadership experience within the Federal government and 25 years of experience developing effective collaboration with State, Federal and International governments. Brian has authored and co-authored rulemakings and several technical guidance documents for the EPA. Education: BS, Virginia State University: MS Virginia Tech.
