APSAC Center for Child Policy
Pamela Miller is a Senior Policy Analyst with the APSAC Center for Child Policy, operated by the Institute for Human Services. She is leading a multi-year policy and research initiative on Intrafamilial Child Torture, or ICT, which is torture inflicted on children by their parents or guardians, within the family home. She has produced multiple resources to educate the child maltreatment community on ICT, including white papers, journal articles, a free webinar, case studies, trainings, and an amicus brief before the Supreme Court of Ohio. Pamela and her colleagues' 2021 paper "Intrafamilial Child Torture: Making the Case for a Distinct Category of Child Maltreatment" has been downloaded and shared in twenty countries, including all six continents and the Middle East.
