In its final act of 2022, Congress created a new grant program to support zoning reform and planning for housing. The $85 million, HUD-administered ‘YIMBY’ grants will be rolled out this year. Additionally, Congress created more flexibility in remaining American Rescue Plan Act funds for communities working on infrastructure projects. At the same time, agencies across the federal government are continuing to implement new and revised programs from the Bipartisan Infrastructure Law. Agencies also are ramping up new technical assistance efforts and shifting regulatory criteria to emphasize issues like planning, land-use coordination, equity, and resilience.
