Avery is a senior water resources planner at HDR, where she specializes in supporting public agencies in Northern California with flood risk management and integrated water resources management efforts. Prior to joining HDR, Avery served in a variety of public agency program management positions, most recently focusing on climate change vulnerability and adaptation in the Sacramento-San Joaquin Delta. As an environmental program manager at the Delta Stewardship Council, she initiated the Council's first community-based advisory group, managed regulatory review activities, and supported research on environmental justice issues in the Delta region. Previously, Avery worked on the policy team supporting Green City, Clean Waters, the Philadelphia Water Department’s long-range plan to improve water quality using green stormwater infrastructure. She holds a master of city and regional planning from UNC Chapel Hill, a master of environmental management from Duke University, and a B.A. from UC Berkeley.
