Harriet Honigfeld, AICP, PP, CPM is a Supervising Planner with Monmouth County, New Jersey. She oversees the Environmental & Sustainability Planning Section of the Monmouth County Division of Planning which covers issues related to climate resilience, farmland preservation, agricultural economic development, military planning, wastewater, stormwater, the National Environmental Policy Act, and the Community Rating System. Ms. Honigfeld has extensive experience with government administration, grant management, and project management. As the administrator of Monmouth County's Farmland Preservation Program, Ms. Honigfeld has spearheaded over 145 land preservation transactions totaling $179 million and 7,300 acres. She also handles right-to-farm cases, easement monitoring, and land stewardship matters. She is the author of Charting a Course for the Delaware Bay Watershed among other publications. Her latest projects include the July 2022 update to Monmouth County’s Comprehensive Farmland Preservation Plan (an element of the county’s Master Plan) as well as the June 2022 Next Steps to Compatibility Planning Study focused on the communities surrounding Naval Weapons Station Earle.
