Patrick Welch, AICP, is a policy analyst in the climate strategies team at the Lincoln Institute of Land Policy, contributing to the Institute’s work on land-based climate finance, climate resilient development, and scenario planning. He has nearly a decade of experience working in planning, international development, and environmental policy at a variety of scales in both the public and private sector. Prior to joining the Lincoln Institute, he worked as a consultant on several sustainable economic development strategies in Latin America, including an economic decarbonization strategy for Costa Rica. Previously, Patrick worked at the U.S. Department of Transportation’s Volpe Center, where he helped develop programs and policy for various government agencies. He also worked as an environmental educator in Nicaragua with the Peace Corps, training teachers and government officials in climate change adaptation and community-led project development. He obtained his Bachelor of Arts in Urban Environmental Studies from Birmingham-Southern College, and his Master’s in City and Regional Planning from the University of North Carolina-Chapel Hill.
