Phoenicia "Phoenix" Robinson has been a Principal Planner for the Top of Alabama Regional Council of Governments (TARCOG) for three years as of April 6, 2023. For reference, TARCOG serves five counties, 47 total municipalities between DeKalb, Jackson, Limestone, Madison, and Marshall Counties - a predomately rural planning area with the City of Huntsville as its largest urban core. She has a Bachelor’s in Architecture from Tuskegee University and a Master’s in Community Planning from Auburn University. After finishing her graduate studies, she began her career in Planning at the regional level as a Planner I/GIS Technician in Montgomery, AL. It was there she established her arsenal of community-oriented services in GIS mapping (especially for rural communities); comprehensive plan development; annual and decennial U.S. Census Bureau initiatives; community engagement; and stakeholder collaboration. Those experiences proved critical to her most recent projects, which include the AEMA Division F Regional Hazard Mitigation Plan (RHMP), comprehensive economic resiliency plans (coined “BLUEprints”) for towns in Jackson and DeKalb Counties, and collaborative efforts with stakeholders on TARCOG’s Comprehensive Economic Development Strategy (CEDS).
