Scott France, AICP, is the Executive Director for the Montgomery County Planning Commission where he oversee all aspects of planning – including county comprehensive planning, zoning and development reviews, municipal planning contracts, County Commissioner support, and relationships with regional and local planning partners. Scott has over nineteen years of experience at the Planning Commission, and he previously lead the county planning section where he worked on county-wide issues involving land use, comprehensive planning, revitalization, housing, demographics, farmland preservation, and zoning. Scott has worked on many economic development and housing projects for the Planning Commission including the Turnpike Corridor Study, the Horsham Business Parks Master Plan, and the county’s Affordable Housing Strategic Plan, along with administering the annual Montco 2040 Implementation Grant Program. Scott has a Masters in City Planning from the University of Pennsylvania and is a resident in the Wynnewood section of Lower Merion. He has served as an appointed member of the Lower Merion Planning Commission Board since 2017.
