Susan Payne has served as Executive Director of the NJ State Agriculture Development Committee (SADC) since 2005, directing all aspects of the state’s Farmland Preservation Program (FPP) and State Transfer of Development Rights (TDR) Bank Board. She has devoted her 30+ year career to the preservation of New Jersey’s land and water resources - the Garden State’s farmland in particular - through purchase of conservation easements, implementation of TDR programs and adoption of conservation-based county and municipal comprehensive plans. Since 2021 she has helped draft and implement legislation enabling the development of both agrivoltaic and industrial scale grid-supply solar facilities, while protecting New Jersey's farmland resources. Susan holds a degree in Environmental Planning and Design from Rutgers University, is a licensed NJ Professional Planner and member of the American Institute of Certified Planners (AICP).
