Charles L. Guttenplan, AICP, PP (Charlie) has been the Director of Planning and Zoning in Whitemarsh Township, Montgomery County (PA) since November, 2010; Whitemarsh is a first-ring Philadelphia suburb with almost 20,000 people. Previously, Charlie was a private planning consultant, planning director for another first-ring suburban township, and section chief for the community planning division at Montgomery County (PA) Planning Commission.
Charlie has a Masters in Urban and Regional Planning from the University of Pittsburgh and a Bachelor’s degree in Man-Environment Relations from Penn State University. In addition to being AICP certified, he is also a licensed ‘Professional Planner’ (PP) in New Jersey. Charlie was previously an adjunct instructor at Temple University where he taught courses in the (former) undergraduate Community and Regional Planning Program. He currently teaches courses for the Pennsylvania Municipal Planning Education Institute (PMPEI) and sits on the PMPEI Board. He is a member of the Board of Directors of the PA Chapter of APA and is on the Chapter’s Planning Officials Development Committee.
Since the 1980’s, Charlie has served on local planning commissions in communities where he’s lived. In 2022, Charlie received a (PA) Governor’s Award for Local Government Excellence in recognition of his longstanding career.
