The 2nd Ward Playground is located in Upper Darby's 6th District, a densely populated and diverse neighborhood that has been largely ignored over the years. With minimal funding opportunities to improve public spaces, the playground had outdated equipment, minimal lighting, safety concerns, and other challenges.
With the intention of using CDBG funds to correct the blight, Upper Darby began the process of engaging the community for this project and was met with skepticism and hesitancy. Plans for the playground were adjusted to fit community needs after hearing residents’ concerns and feedback.
Learn how to use CDBG funds for the best investment in a community and hear how planners engaged the community and built trust. Actionable planning methods included conducting an on-site, interactive charrette with residents and local stakeholders; adding trees to reduce the heat island effect; and improving stormwater management.
