For many years Oregon was nationally ranked high in drug and alcohol addiction while lacking services for recovery. In 2020, Oregon became the first U.S. state to decriminalize personal drug possession when voters approved Ballot Measure 110, which took effect on February 1, 2021. This session will examine the implementation of Measure 110 and the pros and cons viewed from public health, law enforcement, and prosecutorial challenges.
