Cynthia is the Director of the Ohio Narcotics Intelligence Center (ONIC). She has 30 years of state service including Director of the State of Ohio Law Enforcement Virtual Exchange, program manager of the statewide Ohio eWarrants program, and 22 years at the Ohio Bureau of Criminal Investigation where she was the Director of the Criminal Intelligence Unit, Missing Persons Unit, and the Ohio Law Enforcement Gateway. Cynthia received her Bachelors in Political Science and Sociology from The Ohio State University in Columbus, Ohio. She is a certified Criminal Intelligence Analyst and a member of the International Association of Law Enforcement Intelligence Analysts.
Cynthia has a history of and passion for intelligence-led policing, inter-agency collaboration, and data sharing, with emphasis on protecting privacy and ensuring federal and state compliance. She leverages resources to provide actionable intelligence, strengthen processes, and improve decision-making.
Cynthia has developed signature programs with dedicated analysis on drug trafficking and emerging drugs. Under the direction of Governor DeWine and the Ohio Department of Public Safety, she developed the ONIC, which brings state-of-the-art digital forensics and intelligence analysis to strengthen law enforcement investigations and provide insight into illicit drug trends. The ONIC is a RecoveryOhio program that fosters collaboration among mental health, health, law enforcement, and substance use professionals throughout Ohio aimed at combating the narcotics crisis from multiple angles.
Cynthia has been married to her husband Doug for 28 years. They have two children Taylor, 24, and Ryan, 20, and they have an angus cattle ranch.
