Steven Mange serves as Director of Policy & Legislative Affairs for North Carolina Attorney General Josh Stein. Much of his work over the past six years has focused on strategies to address the opioid epidemic, address substance misuse, and reduce overdose death. He played lead role in developing the opioid remediation strategy list built into the national opioid settlements and in drafting, negotiating, and implementing North Carolina's Memorandum of Agreement on the allocation, use, and reporting of opioid settlement funds.
Steve also directed development of the Community Opioid Resources Engine for North Carolina (CORE-NC), the first and most comprehensive opioid settlement dashboard in the nation; and he was instrumental in developing the national Opioid Solutions Center, an initiative of the National Association of Counties to empower local governments to invest opioid settlement funds in effective strategies to address the epidemic. In recognition of their opioid settlement work, Steve and several colleagues received the 2021-2022 Distinguished Service Award from the North Carolina Association of County Commissioners.
Steve previously worked as Senior Policy Advisor to the Illinois Attorney General, Executive Director of the Illinois Meth Project, and consultant to the National Alliance for Model State Drug Laws. He has a B.A. in History from the University of Wisconsin – Madison, an M.A. in Latin American History from the University of Chicago, and a J.D. from New York University School of Law.
