Luke Healy is an Orange County (Orlando) Sheriff’s Office Deputy with 25 years of service. His current assignment, and last, is as a task force agent with the Metropolitan Bureau of Investigation since 2011. The Metropolitan Bureau of Investigation is a Florida State organized crime task force that was formed in 1978 and has been responsible for long-term investigations into narcotics trafficking, pharmaceutical crimes, vice crimes, public corruption, and human trafficking. Prior to the MBI, Luke was assigned to the Orange County Sheriff’s Office Under Cover Narcotics Unit where investigations were typically short-term, street level, and either under cover or confidential informant driven.
During his time within the MBI Narcotics Division, Luke has conducted numerous long-term investigations with a focus on drug trafficking organizations that are fueled by either foreign or domestic cartels. Typically, these investigations begin at a local Orlando level, once larger sources are identified, the investigations usually go Statewide, nationally (Texas, California, New York, Puerto Rico), and internationally (Mexico, Canada, South America). Luke has used a variety of investigative techniques that have resulted in the dismantlement of these drug trafficking organizations. The techniques he has found to be the most advantageous are wire-taps. He has been an affiant on over 100 wire orders and has found a specialty in wire-tap intrusions. These wire-tap intrusions include court-ordered intrusion into and installation of surreptitious cameras and microphones. These intrusions have included places of business, trap houses, warehouses, and vehicles. Another technique that is gaining traction is the social media wire-tap. Luke has authored numerous wire orders for Facebook, Instagram, and WhatsApp. These wires produce communications that can clear up blind spots in the intelligence gathered from ordinary cellular wires.
These investigations have netted hundreds of arrests and successful prosecutions to include racketeering, federal loan fraud, human trafficking, money laundering, drug trafficking, conspiracy to commit armed robbery/home invasion, conspiracy to commit kidnapping, and homicide. Investigations such as these have made the MBI a go-to resource for the FBI, DEA, IRS, ATF, HSI, USPIS, and local agencies who have hit a roadblock in their pursuit of justice.
