Today’s illicit drug landscape is more complex than ever, rapidly evolving due to shifts in drug use patterns, supply-side catalysts, and a proliferation of new drug variants. To understand the trajectory of these complexities and develop innovative strategies and provide unique collaboration to mitigate the resulting increased harm, the Office of National Drug Control Policy (ONDCP) High Intensity Drug Trafficking Areas (HIDTA) Program funds the National Emerging Threats Initiative (NETI) and the Overdose Response Strategy (ORS) comprised of teams made up of Drug Intelligence Officers (DIO) and Public Health Analysts (PHA) funded by the Centers for Disease Control and Prevention (CDC) through the CDC Foundation (CDCF) ORS aims to help communities reduce fatal and non-fatal drug overdoses by connecting public health and public safety agencies, sharing information, and supporting evidence-based interventions. NETI’s mission is to provide clear and concise insights to the HIDTA program, ONDCP, and other critical stakeholders by systematically analyzing current and emerging drug threat trends.
Through its network of DIOs throughout the United States, the ORS provides unique opportunities for law enforcement agencies to coordinate their drug interdiction efforts utilizing a program called Felony Arrest Notification (FAN). Using deidentified data retrieved from FANs, NETI provides analytical support to determine trends associated with illicit drug patterns in the furtherance of data-based and innovative strategies. NETI and ORS will discuss their methodology and the imaginative possibilities resulting from these analyses.
