The United States is grappling with an overdose epidemic that has been exacerbated by the COVID-19 pandemic, increasing availability of illicitly manufactured fentanyl, and racial inequity. The imminent infusion of opioid litigation proceeds, as well as historic levels of addiction funding from the federal government and expanded use of Medicaid funds on substance use disorder (SUD) services, provide a meaningful opportunity to re-imagine how our collective systems address addiction. Presenters will discuss strategies to redesign the ways in which local, state, and federal government funding can incentivize and invest in a coordinated, targeted, and outcomes-driven governance approach to SUD. This panel discussion will review key principles to guide systems transformation, as well as strategies to advance reform.

Learning Objectives:

Analyze fiscal systems and understand barriers to cross-agency and cross-government collaboration
Identify opportunities to improve access to services, including promising practices for braiding and blending funding structures and determining more frequent and actionable outcomes measures
Prepare strategies to implement these practices to reform existing systems
