Dorn Schuffman has more than 30 years of experience in behavioral health care administration, including more than 20 years with the Missouri Department of Mental Health. Schuffman served as chief of planning, director of community mental health services CEO of a state-operated community mental health center and director of the division of comprehensive psychiatric services before serving as department director under both Democratic and Republican administrations. Following early retirement from state government in 2006, Schuffman provided consultation to state agencies and community providers in strategic planning, and privatization of public programs. In 2008, he began leading a pilot program involving six CMHC/FQHC pairings designed to integrate care by bringing primary care to CMHC consumers and integrating behavioral health consultants into FQHC primary care teams. Schuffman served as project director for the Missouir CMHC Healthcare Home initiative from 2011 to 2014. In October 2014, Schuffman began serving as project director for Missouri’s successful effort to participate in the SAMHSA/CMS CCBHC Prospective Payment System Demonstration Project. As project director,he worked with the Department of Mental Health, the Missouri Medicaid Authority and the Coalition for Community Behavioral Health to prepare CMHCs to meet the SAMHSA Certified Community Behavioral Health Center Certification Criteria, to convert Medicaid for community behavioral health services from a fee-for-service to a prospective payment system, and to establish Medicaid state plan amendment to support and expand CCBHCs beyond the Demonstration.
