David R. Swann, MA, LCAS, CCS, NCC, LPC, has been a senior consultant with MTM Services and the National Council for Community Behavioral Health since 1998. Swann has more than 38 years’ experience in clinical practice and behavioral health administration. He served as chief executive officer of Crossroads Behavioral Healthcare in North Carolina from 1994 until its merger with two other regional managed behavioral health organizations in 2011. Following the merger, he served as chief clinical officer of the new entity – Partners Health Management – until retirement in October 2014. Swann is a well-known public speaker and group facilitator, a licensed clinical addictions specialist, certified clinical supervisor, licensed professional counselor and a national board-certified counselor. He also serves on numerous national, state and local boards whose programs are designed to deliver high-quality health and behavioral health care. Swann is the co-author of “Operationalizing Healthcare Reform,” published by the National Council for Behavioral Health in April 2013. Also in print, Swann’s work has been highlighted in “The Integration of a Mental Health Professional into the Primary Care Setting: A Manual For Pediatric Providers.”
