A2 - Navigating the Medicaid/Title IVE Payer of Last Resort Dilemma to Ensure Access to Prevention Services for Families

The Family First Prevention Services Act (FFPSA) was designed to ensure that families at risk of child welfare involvement received prevention services to support them. The complexity of how Title IVE and Medicaid interact to fund these services has resulted in significant confusion regarding how services are provided, administered and billed that has put children and families at risk of not being able to access these services as intended and not meeting the vision for FFPSA. We will provide an overview of how these funding sources interact and offer opportunities for child-serving agencies to work together to integrate practice and funding efforts that increase access and discuss how these funding sources interact, what Federal Clearinghouse programs can be billed to Medicaid, the current conundrum of the payer of last resort rules and how agencies can integrate funding order to ensure maximum access to critical prevention services.
