Kevin Martone, LSW, is Executive Director at the Technical Assistance Collaborative (TAC) and president for the National Association for Rural Mental Health. With nearly 30 years of leadership at the national, state, and provider level, he is nationally recognized for his expertise in behavioral health policy, system financing and design, community integration, homelessness, and housing for persons with disabilities. He is regularly engaged as a subject matter expert on Olmstead planning, implementation, and litigation matters.
Before TAC, Kevin was the mental health commissioner in New Jersey where he led transformation of the public behavioral health system to advance recovery, expand peer-delivered services, and improve access to community-based programs. In his role, he oversaw community-based services, five state-operated psychiatric hospitals, and the state sexually violent predator program. He is also past president of the National Association of State Mental Health Program Directors.
Prior to his state government work, Kevin spent several years in community services as CEO of a supportive housing agency and a clinician at a community mental health center. He has also taught courses on mental health at Tufts University School of Medicine and Rutgers University School of Social Work.
