Alicia McFarlane serves as Chief Program and Legal Officer for Samaritan Daytop Village. With an operating budget of over $350M Samaritan Daytop Village is one of NY State’s largest health and human service providers. She directs the agency's portfolio of over 60 programs that provide services to people with behavioral health needs, veterans, and unhoused singles and families as well as overseeing legal matters on behalf of the agency. In collaboration with the Executive Staff, she helps implement the agency's mission and develop its strategic vision and leadership.
Ms. McFarlane has over 20 years of experience in strategic organizational management. Prior to joining Samaritan Daytop Village, Ms. McFarlane served as the Vice President for Admissions and Criminal Justice Communications for Daytop Village, overseeing outreach, clinical assessment, and marketing.
Ms. McFarlane previously served as a Queens County Assistant District Attorney in the Narcotic Trials Bureau and served a dual role as the Director of Misdemeanor Alternative Sentencing for Queens County District Attorney’s Office where she assisted in diverting defendants with various underlying mental health, social, and substance use disorders into treatment as an alternative to incarceration. She also served as a Program Director for NYC TASC (Treatment Alternatives for Safer Communities).
Ms. McFarlane holds a Juris Doctorate from Hofstra University School of Law, a Master's in Human Organizational Science with a Concentration in Criminal Justice Administration from Villanova University, and a Bachelor of Arts from Temple University.
