Adrienne Shilton, MPPA, is a leading expert in behavioral health policy who has devoted her career to improving the well-being of people living with mental health and substance abuse challenges. As Director of Public Policy and Strategy with the California Alliance of Child and Family Services, she spearheads the organization’s outreach to stakeholders and elected officials, and develops policy and evaluation strategies.
Adrienne began her career in mental health policy working to pass the Mental Health Services Act (MHSA or Prop. 63) in 2004. Since the landmark initiative’s victory, Adrienne has played a key role in the transformative law’s implementation, working with county partners, non-profit service providers, and people with lived experience across California.
Adrienne’s experience spans collaborative policy development and analysis, legislative, budget and regulatory advocacy, culturally relevant program design, and evaluation and outcomes reporting. Adrienne has been recognized as a champion for career pathways open to people with mental health experience, recognizing the crucial role of peer support in recovery.
Adrienne is a graduate of Knox College and completed a Master’s degree in Public Policy and Administration at California State University in 2005.
