Rachel Bembas, Ph.D. | BH Quality Principal at Health Management Associates
Dr. Bembas is a Behavioral Health Quality Leader with over 20 years' experience in Behavioral Health, Quality Improvement, and Population Health Analytics helping managed care and provider organizations optimize quality strategy through data-driven performance improvement. By leveraging data, she empowers organizations to design innovative quality improvement initiatives to achieve desired quality performance goals.
She has worked extensively to advance population health outcomes through the development of targeted quality improvement strategies and meaningful performance metrics. Dr. Bembas has led cross-functional teams to improve health outcomes using data to drive change in publicly reported measures: HEDIS, STAR, HOS, and CAHPS. She has expertise in developing, implementing, and bringing to scale innovative and strategic behavioral health quality improvement business initiatives including quality improvement framework, value-based care, population health programs, and regulatory/accreditation preparedness. She also has experience in health equity, SDOH, mental health parity, Applied Behavior Analysis, and measurement-based care.
Dr. Bembas has created organizational research strategy, led quality improvement efforts, designed and managed population health programs, created and improved processes for collecting and analyzing data, and designed complex metrics for outcome performance of Medicaid, Medicare, and Commercial populations.
Dr. Bembas has statistical expertise in performance improvement strategy, leading organizations in building standardized data environments, outcome metric development, and standing up dynamic and meaningful visualizations and dashboards using Tableau, PowerBI, Looker, and other data sharing platforms to effectively communicate information with stakeholders.
She earned a Doctor of Philosophy in Health Promotion from Marywood University, a Master of Arts in Experimental Psychology from Townson University and a Bachelor’s degree in Psychology from Wilkes University.
