Ellen Carroll is the program design director at CaroNova, a strategic partnership among The Duke Endowment, the South Carolina Hospital Association, and the North Carolina Healthcare Association. She earned her Master of Science in Public Policy and Health from Durham University (UK) and has over 10 years of experience working in systems change at the community, state, national, and international levels. Prior to her time at CaroNova, she led efforts to create equitable access to quality healthcare for people with intellectual and developmental disabilities in the Carolinas, the United States, and globally. During this time, she served on national committees advising on best practices for implementation at the state level. She has worked with The Dartmouth Institute for Health Policy and Clinical Practice and the CDC on community health improvement efforts for vulnerable populations.
In her current role, Ellen oversees CaroNova's youth mental health portfolio where the team is charged with transforming the current youth mental health system in the Carolinas. Her other responsibilities include helping with the strategic planning for new program design efforts and key stakeholder engagement to increase organizational awareness across the Carolinas.
