Richard is an experienced engineer who has directed teams performing stormwater and sanitary sewer field services projects. His management of project teams is based on practical skills developed through performing a variety of roles on stormwater and wastewater projects throughout the southeast region. He has been involved with several National Pollutant Discharge Elimination System (NPDES) Phase I and II stormwater program compliance projects including inventories/condition assessments, water quality monitoring, stormwater pollution prevention plan development, and stormwater master planning. Richard is a graduate of South Carolina State University, a licensed Professional Engineer, a Certified Floodplain Manager and spearheads Woolpert's HBCU Partnership Program.
