Lyle Cowles is a retired EPA Region 7 water inspector with decades of experience as a Clean Water Act inspector with experience performing inspections at many construction stormwater sites in Iowa, Kansas, Nebraska, and Missouri. While an EPA inspector, he gained a wealth of experience, knowledge and insight into the causes and consequences of having stormwater compliance issues and participated in the regulatory agency's law enforcement and inspection targeting processes.
He retired from EPA in August of 2019, and shortly after became the Inspection Program Manager at an erosion control company, Advanced Erosion Solutions (AES) in Olathe, Kansas. At AES, he trains and supervises a group of inspectors, while managing the process of scheduling and conducting the company's construction stormwater inspection program. He also works with numerous general contractors, construction companies, engineering companies, developers, states Departments of Transportation, excavation companies, etc., to keep them in compliance with the construction stormwater regulations and out of trouble with the regulatory agencies and cities. The recent AES experiences and knowledge, along with his EPA experience, have provided him with a unique set of perspectives, seeing the construction stormwater compliance process and issues from both the regulatory agencies' and the regulated entities' points of view. In this presentation, he will share those perspectives and some of the experiences, explain why the two perspectives regarding compliance with the construction regulations are so different, and provide suggestions on how we can bring the two perspectives closer together to benefit both sides, and especially the environment.
