Delilah Barton, MBA, is Director of CNA’s Center for Vulnerable Population Protection and has more than 29 years of professional experience supporting federal, state and local clients in justice programs, emergency management; homeland security; and health research and policy. Ms. Barton specializes in managing large training and technical assistance (TTA) programs. She currently serves at the program manager for BJA’s Training and Technical Assistance for COVID-19 Detection and Mitigation in Confinement Facilities (CDMCF) contract. She also managed a large technical assistance program for the National Background Check Program at the Centers for Medicaid & Medicare Services (CMS).
