This workshop provides an overview of a case management assessment tool that was developed through a researcher-practitioner collaboration between the Douglas County Department of Corrections (DCDC) and the University of Nebraska, Omaha (UNO). The collaboration examined whether many offender needs, e.g., traumatic brain injury (TBI), substance abuse, prior abuse history, mental health problems, health problems, and employment/homelessness, predicted whether offenders returned to jail over 2.5 years. Identifying the most important predictors of recidivism will help jail administrators determine what factors to prioritize in programming. This workshop will focus on 1) what offender need factors are “criminogenic” because they are related to recidivism, 2) the process of developing of a case management assessment to identify and score criminogenic needs, and 3) how jails might use this information to effectively house inmates and provide needed services or referrals for services.

Identify a broad range of “needs” presented by inmates in jail
