Each Reference Committee consists of five members of the House of Delegates and shall be appointed by the President of the Association at least 45 days prior to the Annual Session. Members have the option to get up and speak in person or give their opinions online to be considered as testimony by the committee members. The duty of the reference committees is to evaluate and recommend a course of action as to all resolutions assigned to them after hearings have been conducted.
