75 - Developing Partnerships to Build, Develop, and Sustain State Oral Health Programs

Abstract:

Objective: Relationship building can impact community members' overall health. In North Dakota (ND), 96.5% of the total state population is served by fluoridated community water systems. Community water fluoridation (CWF) activity is managed by the Department of Environmental Quality (DEQ), separate from the Oral Health Program (OHP). The OHP identified water operators were unaware of fluoridation work, the benefits of CWF, and how to sample and measure fluoride appropriately. The OHP established partnerships with the DEQ, the American Fluoridation Society, and local providers to ensure collaboration, consistency, and promotion of safe drinking water.

Methods: The OHP collaborated with several stakeholders to ensure ND residents were receiving fluoridated drinking water and that medical and dental providers were trained to emphasize the importance of drinking tap water (as opposed to bottled water, for example). Diverse partnerships helped with educating community members and providers on the benefits of CWF.

Results: In four years, the OHP and partners surveyed and interviewed water operators and leaders to assess CWF equipment and training needs. Results of the survey were utilized to direct future education, develop and disseminate resources, and propose new equipment purchasing.

Conclusion: Partnerships and education in ND are ensuring communities not only have access to optimally fluoridated tap water but that community (and dental and medical providers) understand the importance of drinking tap water, helping to prevent tooth decay by at least 25% in children and adults.
