Data to Action: How ATLAS® and Quality Metrics Support Transformation of the Addiction Treatment System

Measuring the quality of substance use disorder treatment in a standardized manner across providers is critical to transform the addiction treatment landscape and improve health outcomes. Such standardization requires successful collaboration across key stakeholders, including state agencies, health insurers, and providers, and was the impetus for the creation of the Shatterproof National Principles of Care ― eight core components of evidence-based addiction treatment developed in partnership with experts in the field. To assess alignment with these principles, Shatterproof, a nonprofit dedicated to ending the addiction crisis in the United States, launched ATLAS, a publicly available quality measurement platform. ATLAS combines validated survey data, insurance claims data, and crowdsourced patient feedback on the quality of addiction treatment facilities to empower patients to make informed treatment decisions and to support these stakeholders in driving the adoption of clinical best practices. Now in the third year of implementation, ATLAS data have demonstrated differences in quality among treatment facilities that distinguish provider performance and provide opportunities for data-driven solutions, including targeted technical assistance and value-based care.

This session will explore the ATLAS portals, which offer providers, states, and payers access to customized, dynamic data dashboards that display provider alignment with the principles, payer in-network and out-of-network performance, trends in patient experiences of care, and other unique comparisons. Presenters will discuss how these dashboards, and quality metrics overall, facilitate systems, policy, and financial innovations that will catalyze movement towards evidence-based addiction treatment, as well as future directions for the quality data, including advancing the claims-based measures.
