Donnie R. Varnell has been an Investigator for the Sheriff’s Office in Dare County, North Carolina, since 2016. In this position, he is assigned to participate in numerous national, state, and local level committees designed to combat and prevent substance abuse and opioid overdoses. He also is assigned to develop, prepare, and conduct presentations dealing with naloxone programs, crisis intervention, syringe exchange, substance abuse, and innovative law enforcement strategies. Previously in his career, he was the Project Director for Law Enforcement Assisted Diversion (LEAD) at the North Carolina Harm Reduction Council; retired as Special Agent In-Charge from the North Carolina State Bureau of Investigation; and served as a 1st Lieutenant in the U.S. Army. Varnell earned his Bachelor of Science degree in Criminal Justice from Texas State University.
