Libby Guthrie, Ed.D. received her Doctor of Education in Counseling Psychology in 2010; after her Masters in Clinical Psychology in 1985. Libby has been providing service for persons with HIV, hepatitis C, severe and persistent mental illness and substance use disorders for 34 years. She serves as executive director for her community non-profit; supervising behavioral health case managers and harm reduction health navigators who deliver services to vulnerable populations in Mendocino County. She continues to adapt case management programs for emerging needs, and to build syringe services that now include low-barrier medication-assisted-treatment. She is a steering committee member of the California Syringe Exchange Programs (CASEP); the working group for End the Epidemics: a statewide coalition of providers working to eliminate the converging epidemics of HIV, Hepatitis C, STI’s and overdose; the California Hepatitis Alliance (CalHEP), and serves on the steering committee for Safe Rx Opioid Safety Coalition for Mendocino County.
