Dr. Shelby M. Hockenberry serves as program director for healthcare delivery in the NGA Center for Best Practices. In her role at NGA, Dr. Hockenberry manages the healthcare delivery portfolio which encompasses healthcare payment, cost and coverage, health equity, healthcare workforce and provider licensure, and behavioral health. For the past decade, Dr. Hockenberry’s work centered on health care costs, health insurance and coverage, health care financing, behavioral health, telehealth, and pharmaceutical issues during her time as a consultant and on the public policy team at Independence Blue Cross where her portfolio included the opioid crisis response, behavioral health, pharmaceutical issues, and ACA implementation and coverage policy. Dr. Hockenberry also spent a decade in academia, first as a policy researcher then as a professor of political science, where she focused her research on the role of international organizations in health policy, health care costs, and the financing and effects of global health initiatives. Dr. Hockenberry began her career as an analyst for a state government affairs firm and with the National Association of State Mental Health Program Directors where she was a key researcher on the Criminal Justice/Mental Health Consensus Project and a SAMHSA grant that provided state behavioral health technical assistance. Dr. Hockenberry earned her Ph.D. and an M.A. in Political Science and International Relations from the University of Delaware, a Master’s degree in American Studies from Georgetown University where her thesis focused on mental health parity in insurance coverage, and a Bachelor’s degree in English from Gettysburg College.
