Statewide Interoperability Coordinator
State of Oregon
William Chapman is the Statewide Interoperability Coordinator (SWIC) for the State of Oregon. As the SWIC, he supports the State Interoperability Executive Council in carrying out the State Communications Interoperability Plan, promotes interoperability among public safety and emergency management agencies, administers the OR-Alert statewide emergency alerting program, and co-leads emergency communications support efforts through the State Emergency Coordination Center during times of emergency.
He is an active participant in the National Council of SWICs, Oregon Emergency Management Association, Association of Public Safety Communications Officials, and National Emergency Number Association. William also serves as a volunteer firefighter/EMT with Marion County Fire District #1. In 2013, he graduated from the University of Arizona with a bachelor's degree in public administration. He also holds a certificate in Advanced Leadership from the Eller College of Executive Education.
Prior to joining the State of Oregon, William served with the University of Arizona Police Department, Sierra Vista Fire and Medical Services, and The Arizona Rangers, as well as several other public safety agencies. William resides in Salem, OR with his wife Kathryn, who is a school teacher.
