Timothy Scanlon is the staff Curriculum Developer working with the Association of Public-Safety Communications Officers (APCO International) in their APCO Institute. In this capacity, Tim works on the development, revision and implementation of courses for live or online delivery. Recent work on courses has included the new Fundamentals of Tactical Dispatch course, the forthcoming 2021 revision of the Communications Training Officer, 6th Ed. course as well as Crisis Negotiations, 2d Ed. as well as the ongoing coordination and development of APCO's Certified Public-Safety Executive (CPE) program.
Tim's career has involved government and education through his years of service, either working directly with government or in a contractor role. His experience includes working as the Assistant District Manager for Community Board Six, Manhattan (City of New York), educational administration as the Assistant Director of the Adult Education Center (City University of New York, LaGuardia Community College) and managing foreign language testing and training services under contract for the New York Police Department. At the federal level, Tim worked for ten years as a contractor to the US Special Operations Command (USSOCOM), creating curriculum for and managing instruction of pre-deployment training in areas of foreign language and regional studies between 2004 and 2012.
Tim holds a Master's in Public Administration (MPA) and a Doctorate in Education (Ed.D.) in curriculum and instruction.
