Assistant Director
Public Libraries at National Library Board, Singapore
Felicia is an Assistant Director with the Singapore Public Libraries. She supports the director of Public Libraries in looking after a network of 26 public libraries across the country. She looks after operational policies and processes, as well as engagement with stakeholders, including patrons, partners and volunteers. Her team reviews processes and feedback with the aim of creating positive library experiences through accessible and clear operational policies, and to facilitate continuous improvement for the whole public library system. Over the years in public libraries, Felicia has also planned and developed new libraries, worked on the Libraries of the Future Masterplan for the Singapore Public Libraries, developed services for seniors and children, and been involved in branch operations.
Felicia also volunteers with ALA IRRT and has been co-chair of the International Papers and Projects sub-committee since 2018. Other previous international volunteer work includes working with village librarians in India to cultivate a service mindset, and training village school teachers in Myanmar to use storytelling to cultivate an interest in reading.
Currently, Felicia is also on a temporary stint as a management and design consultant, helping companies design experiences to transform the way they operate in a sustainable and holistic way.
